deleting to recycle bin then deleting the recycle bin sometimes
works, but another way is this:

Create a new Shortcut
Paste in this line:
%windir%\system32\rundll32.exe
shell32.dll,SHUpdateRecycleBinIcon
Click NEXT
Click FINISH

Now double-click the icon when the recycle bin is empty, which
should
replace the recycle bin icon to the correct one

Please note: If this doesn't work then its because its a Win32
API &
is used in programming, but the LockWorkstation function in the
User32.dll doesn't take any parameters & returns an Integer just
like
this function so it should work This function is held within the
Shell32.dll
