Thanks PA Bear, I whent to experts exchange and they suggested uninstalling
ie7 and going back to 6 then updating. I went back to 6 and went it started
microsoft installed the same patch kb931768 for 6 that gave me the trouble in
7. everything worked in 6 after the install so i reinstalled 7 and bingo it
works. I hope this will help someone else that has the same problem

Let me point out that the vast majority of other IE7 users have installed
MS07-027/KB931768 and are not experiencing this problem (including myself,
on several machines). 24 hours ago, this did have all the signs of a
growing, widespread problem. We realize now that there's really only small
number of you experiencing this problem (though we do share your pain).

What we need to discover is what each affected machine has in common (e.g.,
another anti-phishing/-scam component, anti-virus, anti-spyware application,
third-party firewall, custom hosts file, custom site-blocking list).

Bashing Microsoft isn't going to help. Working together will. I suggest
you start watching and participating in threads similar to this one seen in
Windows Update newsgroup: microsoft.public.windowsupdate

Thanks PA Bear, But I just gave up. If i reinstall again i can't get on
the
net. I have contacted microsoft but all i get is the run around, seems
they
have no idea's. So i'll just run with out their update. It is funny that i
have 3 computers , 2 on xp pro and 1 on xp home, only one of the xp pro's
is
doing this, the others updated and work fine.

Also see if disabling Phishing Filter makes any difference (Tools >
Internet Options > Advanced > Security).

1. Try opening IE in No Add-ons mode & see if this behavior persists.
If
it
doesn't, change your IE home page to "blank" then close IE7 and reopen
normally (i.e., with all Add-ons enabled) and see if the behavior
returns.

2. If still no joy, reopen in No Add-ons mode, reset IE settings
(http://support.microsoft.com/kb/923737), close IE, open normally and
see
if
the behavior still persists.

This is all related to a cross-site security vulnerability addressed by
MS07-027/KB931768:http://secunia.com/advisories/24535/

Also try this fix, courtesy of MVP Robert Aldwinckle:

iexplore.exe -nohome -extoff

The update kb 931768 for ie7 stoped my ie from working. A popup would

I had the same problem. Uninstalling the update did not help. A simple
solution that worked for me is go back to the latest windows-xp system
reset point.
