Unfortunately, you are all correct. XP made this one of their changes.
Moving from Win98SE to XP, this was one of the first things I noticed and
hated. I am not sure why MS decided to change the behaviour the way they did
(or find a way round it) as it is a real nuisance.
Basically, like myself, you have to live with it.

What you see is normal. You have to click first.
