I forgot to mention that when I boot into SAFE MODE I still have the same
problem. And Last Known Good Configuration is the same.

ATI M3 Mobility Video Card (8 MB cache)

Ok so at this point the system could still be infected, so take care of that first. Here is a link with info on cleaning malware.
