You can temporarily promote your restricted users to Admins to install
programs their logins. Then make them restricted users.
Everything else you want to do can be done by policy. Have a look here:

I have windows XP Pro and I set myself up as the admin on one computer, I
want to add to users.
The first user I want to set up with restrictions I don't want this user
