I have downloaded SHUTDOWN.exe for the site and placed in C:\ , but when I enter the run command for it the site listed nothing happens.

Any ideas of why I am having a shut down problem to begin with, or some basic knowledge of how to install and run SHUTDOWN.exe if that is the best solution??

What is the malware/virus status of the machine? If you think it is clean, what programs (and versions) did you use to determine this?
