No. You're doing something wrong but since you aren't very descriptive about what you're doing, I can't guess what. Perhaps you're hitting Run instead of Save, but I really have no idea. Thousands - if not millions - of people have no problem downloading Windows Updates separately from the Catalog to use in slipstreaming and deploying, so it is something you're not doing right but I have no idea what.
