Off-Line Files Problem

I'm having problems with Off-line files synchronizing on my Windows XP SP2
tablet. Every time I...
1 - put the tablet into Standby
2 - go to a meeting and take notes off-line (creating a new note)
3 - shutdown the tablet in any way (standby, shutdown, or hibernate)
4 - reboot and reconnect to the network
5 - the documents I created off-line will not synchronize with Off-line
Files
I've searched MS's KB and can't find anything. Version 1.1 of CSCCMD.EXE
will allow me to EXTRACT the "stuck" documents out of my CSC (Client Side
Cache), but I really don't want to have to do that all the time.
Of course, I can use the hammer method and re-initialize the database, but I
lose all the unsynched documents that way.
Any light you could shed on this will be greatly appreciated.
