Did you disable "Simple File Sharing" first?

I have already searched through the "properties', "haring and security
tabs
for access permissions. I cannot find them. The 5 tabs I have are:
General,
Tools, Hardware, Sharing and Quota.

The Sharing tab has a section for "Network Sharing and security", which
contains two checkboxes for:
"Share this folder on the network" and
"Allow network users to change my files"

I want all users on the computer to be able to edit the files, but I do
not
want the drive or its sub directories to be accessible over the network.

The section above Network sharing is "Local sharing and security." It
instructs me to drag the folder to the "Shared documents" folder. I have
done this, but still get the popup telling me access to the C drive is
denied.
