Do you want to "access" the other PC, i.e. take it over, or do you want
to create a pop-up message on its screen? That's two radically different
things.
You can take over the other PC with Remtoe Desktop but only if it
runs WinXP Professional.
You can create a pop-up message with the "net send" command,
provided that the receiving PC runs the "messenger service".
