And over and above all of that neccesary information, how long has this
problem been going on? Was it always like this, or is it a new problem?

Newly for last 2 or 3 days!

Have you tried a system restore to a point right before the problem started? Where there any updates applied in this time through windows update, possibly a video driver update?
