Oh well, not long after my prior post I found the cause and the solution

May be it applies to you, may be not. In my case the issue was caused
by the Cisco VPN client, there is a configuration that was causing one
machine to block pings and other protocols. Do you have the Cisco VPN
client installed? If not, look for other networking applications that
might have a similar "side effect". Here is the full story on the

the feature is turned on. The on/off indicator is actually a checkmark
next to the item.

taskbar when the client's active. Simply clicking on the item toggles
it on/off; a checkmark appears. There's virtually nothing on this in
the Cisco literature. Disabling (unchecking) the feature cleared up the
problem.
