Maybe just the shortcuts are missing.

dfrg.msc is Disk Defragmenter.

Start | Run | Type: dfrg.msc | Click OK |
Does Disk Defragmenter open?

cleanmgr.exe is Disk Cleanup.

Start | Run | Type: cleanmgr | Click OK |
Does Disk Defragmenter open?

If yes to both, create shortcuts on the Start Menu.

Paste the following line into Start | Run and click OK...

%AllUsersprofile%\Start Menu\Programs\Accessories\System Tools

Right click in the right hand pane | Point to New and click Shortcut |
Paste this in the box:

%SystemRoot%\system32\dfrg.msc

Click Next | Name it: Disk Defragmenter and click Finish.

Right click in the right hand pane | Point to New and click Shortcut |
Paste this in the box:

%SystemRoot%\system32\cleanmgr.exe

Click Next | Name it: Disk Cleanup and click Finish.
