my windows p.c. is messed up. it is a dell. on xp. the bottom bar is
completely gone, not moved. everything is slow. it will not see the
internet or anything. i was going to just reinstall the windows again,
but it wont accept my verification code. i dont know wut to do. im
freaked out.

You are on the right track, check the boot order in the BIOS and then try to boot the computer with the cd and see if you can get to the setup screen where you get the option to install or repair Windows....
