I am having a similiar problem. I went through the steps given by
Microsoft. I applied the patches to the workstations, to the server,
and to Outlook (downloaded the correct patches, so please don't ask
that). All of the clocks are 1 hour ahead. If I uncheck the
"automatically adjust for dst" checkbox the time is correct. I
downloaded tzedit, to check if that might fix the problem. I opened
tzedit and the settings were all correct, so I didn't do anything with
it. Any ideas????

Start here, check off the Windows OS version and click on next to see the
software under that OS that hasDSTpatches or info. There are specific
patches for Outlook.
