XP Powertoy, Tweak-UI has the provision to disable AutoPlay on
selected drives.

Drives (sub)
Untic/Uncheck the Drive letters you wish to disable AutoPlay features

I would like to stop Autoplay from doing a disk scan whenever I connect an
external drive via USB. Is there any way to stop it?
