No idea where you got that update from. The original Microsoft WinXP SP2
update comes along with IE 6.02 and does not require IE7 in order to
install. That update was released some years ago and there was no IE7
available at that time. Therefore, IE7 *cannot* be the requirement. Try
here and note that this download applies to stand-alone systems as well:

I downloaded Int Explorer 7.0 but could not install it because it said
I needed XP SP2!
