Help! #E361 An unsigned or incorrectly signed file

One website that I use has a voice chat function, but it has
to download and install an ActiveX component to enable it.
It appears that the downloads go ok, and files are placed in
Downloaded Program Files. But nothing happens after that.
The entries in setupapi.log indicate a signing problem of
some kind:
#E361 An unsigned or incorrectly signed file
(Policy=Ignore). Error 0x800b0100: No signature was present
in the subject.
And the install generates an error log file containing:
Code Download Error: (hr = 800703e6) Invalid access to
memory location.
And finally, one of the files that's downloaded into
Temporary Internet Files is a .cab file with a certificate
that it appears expired in December. Could that be the
problem? None of the other downloaded files has a
certificate.
I'm running XP MCE2005 with all updates installed, and IE6.
I have the website included as a Trusted Site, but that
doesn't help. Security for that group is set to Low.
I realize it may be a long shot with this information, but
could someone suggest what I may have turned on, or turned
off, that's causing this? I don't really care if there's a
certificate on this or not. How can I get it to install?
