Well, what does your manual or the manufacturer's web site say to do? All OEMs create different recovery methods, and you haven't even bothered to tell us anything useful like what make and model computer it is, so no one here can do your research for you.
Cant do anything with the computer so cant back up any of the files that are on there, it wont even let me go into the start menu.
If any of your data is of any value to you, you'd best take the computer to a professional for assistance in retrieving it.
