Both upgrade and full versions can be used to upgrade from ME to XP, so
from that standpoint it doesn't really matter which it is.

Based on the product code on the epp site for this (N09-00984) this is the
full version, meaning you can either use it to upgrade a previous version
of Windows, or you can install it on a PC that currently has no operating
system on it.
