You need to create a new user on the machine formerly used by Joe Smith. You may want to name the new user account something more generic. If you want all of Joe Smith's data and settings on the new account, copy it per this link:

This really doesn't have anything to do with the Excel error. Two people cannot have the same document open at the same time.
