Did he do a System Restore using Start - All Programs - Accessories -
System Tools - System Restore? Or did he do a System Recovery with
the CD or hidden hard drive partition provided by the computer
manufactuer.

The manufacturer's system recovery procedure typically does a total
"slash and burn" of the existing data on the hard drive, wiping it all
out and replacing it with a fresh copy of Windows XP exactly as it was
when the computer left the factory.

If your friend did a system recovery then the data is pretty much
beyond all reasonable recovery. However if it is extremely valuable
data there is a possibility that some of it may be recoverable
provided that the areas on the disk where the data was stored were not
overwritten by the new copy of Windows XP. In order to do this you
would need to send the drive to a hard drive data recovery specialist
and the cost would typically be many hundreds or perhaps even
thousands of dollars.

Good luck
