Start>Run>control userpasswords2 [enter]

Put a checkmark in "Users must enter a password..."

You might also want to go to the Advanced tab and put a checkmark in "Require users to press Ctrl-Alt-Del".

Go to the User Accounts applet in Control Panel and disable Fast User Switching.

If that doesn't work, then there is something else running on the box resetting your changes, perhaps put there by the person from whom you need protection. Either do a clean-install of Windows or take it to a professional computer repair shop for diagnosis and secure setup. This will not be your local version of BigStoreUSA.
