system restarts but does not save clea install

I have been trying to do a clean install of Windows XP Home upgrade
for the last 2 days and have been unsuccessful.
I just purchased all new components to build a new computer. Nothing
but the motherboard (abit SG-80DC), hard drive PS2 mouse and PS2
keyboard is connected. The problem is that the installation starts as
it normally until it reaches the 9 minutes left in the install. It
will start the "Finalizing Instillation" but will not save and
finalize the install. Instead It will reboot the system and restart
the install from the beginning. I have tried several different hard
drives, and several methods of install including. A fresh install of
Win98 then an upgrade from there to XP home, Clean install from the XP
home disk then validate with win98 cd, clean install from XP home then
validate from a full XP Pro CD. But every time i hit the 9 minute mark
of "Finalizing Instillation" the system reboots the restarts again
from the beginning. Please help and thank you for your time.
