FWIW, Zone Alarm (even the free one) can "lock the hosts file" for you,
look under "Firewall - Advanced". I personally recommend version
6.1.744.001, an older version - it was the last 6.1 release that didn't
have any "issues", and still works fine. The newer releases are more
bloated...

Spybot can do it too, if you activate it's "background" mode.

google for "lock hosts file", there are other remedies...
