RBot,
I see that your posts do not include the previous posts. In those you will see that I've done nearly all of that. The initial post with this info is time stamped at 10:50 AM.
I have uninstalled the firewall but the AVG anti-virus program is shut down from msconfig.
Cant ping anything, everything comes back with 4 packets (?) sent and zero returned.

Ok, so you can see network shares, but you cannot ping 127.0.0.1 Can.
you ping the IP address of remote computers that contain these
shares? Do you have any type of AntiVirus or Firewall installed on
the machine? Disable these if you do. I have seen where Norton will
not allow any connections to the internet (or any other device for
that matter) until it has gone through some type of initial
configuration. I would disable it just as a test to see if you get
connectivity. By the way, I would recommend testing your internet
connectivity by pinging www.google.com or www.yahoo.com or some other
website instead of checking it by opening FF or IE. These are
applications that could have issues themselves that you want to
avoid. First lets try to get some type of connection using Ping, then
we will test to see if IE works. Post back with progress please.
