Why is this happening & how do I change the screen resolution to

Either your video card won't support the higher resolution, or your
monitor won't.

Is there any way by which I can find out whether the video card
doesn't support it or is it the monitor that doesn't support it?
Irrespective of whether the video card is the culprit or the monitor,
is there any way by which I can make culprit support 1024X768 (of
course, other than buying a new video card or a new monitor)?

You do not state if it had been previously set at the higher resolution

No, AJR, I have never ever set the resolution to 1024X768.

Thanks to both of you for your responses.
