convert a local user account to a domain account

Consider the following scenario (details and names changed to protect
the guilty :-) and to make the scenario more likely to have somewhat
general interest):
Joe Schmoe joins organization Foo, Inc. which has an Active Directory
domain called FOO. Joe brings along his laptop, on which he has a lot
of relevant material for his job. Joe has a local user account called
"joe" on his laptop with all his settings, programs, data, etc.
Foo, Inc gives him the username "jschmoe" and so he needs to log in to
the domain as FOO\jschmoe
Is there a sensible way to assign ownerships, registry settings and/or
anything else so that he can log in as FOO\jschmoe and have c:
\Documents and Settings\joe as his %HOMEPATH% ?
