Since you didn't tell us how you connect to the Internet, we can't give you focused help.

If you connect using dialup, then something you have starting with Windows is trying to get online. This something can be malware or legitimate. You find out what it is by 1) scanning for viruses and malware; 2) using the System Configuration Utility to see what is starting with Windows.

If you connect with broadband (DSL or cable), that's the way broadband works.
