Graphics don't show until email ready to be forwarded.

I have been getting email messages and newsletters with missing graphics
replaced by the dreaded RED X. I have searched Google to find many posts
about this problem and have had it occur once in the past. I applied the
recommended fix but this time all the graphics can not be seen until I click
to forward the message. Then even before it gets sent it is in full view
with graphics and pictures displayed. I tried saving the message and opening
it again but nothing changes.
I am not sure if this is an Outlook Express issue or a Windows condition so
I will also try an OE groups also.
