OK let's start with NTFS permissions. How does this work?
Next let's say I don't want this user to access ACCESS database in Office
only. Can this be done while allowing them to access the rest of office?

Yes, to a degree. NTFS permissions I already described. What specificially
are you trying to control?

Not really. You control access to folders & resources via NTFS
security permissions - but you haven't mentioned whether you're
using Home or Pro. Home doesn't let you disable simple file sharing
or even access the NTFS tab directly unless you boot into safe mode
& log in as an administrator, to the best of my knowlege.

Re network - I'm not sure what you mean or how that relates.

It might help if you provided more specific detail of what you've
got and what you want to do (or to disallow).

What exactly is it Smith wishes to manage? You can open up the
users applet in control panel to reset Brown's password, or change
the account type, whatnot.
