Yes, but don't worry about the programs - first worry about the data. Who
cares if he can launch Access, if he can't get to your files?

You can use policy settings to lock down access to a lot of things (such as
to allow a user to use only specific applications), but be very careful as
you can lock yourself out if you don't know what you're doing.

Security is a big topic - but this should be good to start with.

Not really. You control access to folders & resources via NTFS
security permissions - but you haven't mentioned whether you're
using Home or Pro. Home doesn't let you disable simple file sharing
or even access the NTFS tab directly unless you boot into safe mode
& log in as an administrator, to the best of my knowlege.

Re network - I'm not sure what you mean or how that relates.

It might help if you provided more specific detail of what you've
got and what you want to do (or to disallow).

What exactly is it Smith wishes to manage? You can open up the
users applet in control panel to reset Brown's password, or
change the account type, whatnot.
