Run the windows installer cleanup utility to see if there is anything listed
there that looks unusual or could be what's triggering this.

Sorry I don't. You say autoruns didn't help nor the Clean Up utility. My feeling is it has to be something you can see from one of those. I don't know what you are doing that you can't find it. I'm out of ideas other than to try a repair install, and if that doesn't work, a clean install.
