Won't shut down!!!

I finally decided to make the move from Win 98 to Win XP.

I must say I'm not off to a very good start at all.

My computer will not shut down from Win XP.
It re-boots immediately after power turns off.

I read posts related to this and went into My Computer (right-clicked)
Settings/Properties/Advanced etc. and UNCHECKED the box that says
're-start on error'.

It didn't help.

Can anyone please give me guidance here?

If you don't know the fix could you please answer these questions.

Can you shutdown Win XP the same way that I've been shutting down Win
98 for the past 8 years?
That is, can you bring up a screen that says "It Is Now Safe to Turn
Off Your Computer"?
