Just because an account doesn't have to have a password doesn't mean you
shouldn't set one anyway. Windows is insecure enough without deliberately
working around what little security it does offer. Passwordless accounts
are just begging for someone to compromise.

I am getting an error that I can't login to the computer because of an
account restriction. Is it because the user does not have a password?

Could be a contributing factor. Another possibility is that the user does
not have permissions to connect remotely. Check the remote desktop
settings in the System control panel of the system that will be serving out
a desktop. And set your password! Always use secure passwords on network
services! Even though Windows does not treat it as such, passwords should
NOT be considered optional under any circumstance.
