I'm not sure how new it is, whether it was part of original XP or was added with an SP, but it has been around a while. Yes, if you connect a removable drive such as that, it automatically appears in the Send To list but you won't find a shortcut to it in the sendto folder.
You can remove the drive from the list, but doing so also makes it invisible to Windows Explorer, meaning it also won't appear there or when you open My Computer.
The drive would still be accessible by directly opening the drive letter, it just won't appear in Send To, Explorer or My Computer.
This is controlled via group policy on XP Pro, meaning manually modifying the registry in XP Home. Let me know if you are interested in additional info on this and I'll dig it out. Or you can search on NoDrives at your favorite search engine as that is the name of the registry value that needs to be manipulated. The policy name is Hide these specified drives in My Computer.
