What do you mean "Sounds and Audio Devices Program Does Not Load on
Windows XP startup". That ISN'T a program that loads on startup, it's a
configuration utility that is available and is found in Control Panel
that is used to configure your sound devices. It sounds more like you
have an intermittent sound hardware problem. If the sound hardware
doesn't respond during boot up the operating system can't see it, and
you will not have any sound. If you look in device manager when it is
working and when its not working you will see the problems under Sound,
Video and Game controllers entry. If there is a bad connection causing
it on the the motherboard, you will need to take it to a shop.
