Thanks. The links you referred me to did the trick, with a little added guesswork on my part. It was a permissions problem in the registry. Once I found the entry for my device and set the permissions to allow full control (and rebooted), the device installed with no problem. The only difference from the links you posted was that these were USB devices, not PCI card devices, so the registry entry I was looking for (and eventually found) was under HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Enum/USB.
Thanks for the help! I have no idea how I ever would have found this/figured this out otherwise! You'd think MS would put something in their Knowledge Base about this.

My usbstor.inf file appears to be valid. I've tried replacing usbstor.sys, as well, and it made no difference.
