Perhaps you have uncovered something interesting here; I don't HAVE a
Temporary Internet Files folder under my user account. (And, yes, I do have
administrator privileges.) There are 4 Temporary Internet Files folders on
this machine. One is under Documents and Settings\Administrator\Local
Settings. The 2nd is under Documents and Settings\Default User\Local
Settings. The 3rd is under Windows\Temp. The 4th is under
Windows\SYSTEM32\CONFIG\systemprofile\Local Settings. The first two, which
are in the User Acccounts, are entirely empty except for a file named
Index.dat. The second two, which are both under the Windows folder, have a
subfolder called Content.IE5 under which there are a number of other
subfolders plus the Index.dat file. All the subfolders under Content.IE5 are
entirely empty. Is this interesting?
As previously stated, although I have Cookies set on "Blocked", I have
selected a number of Web sites and individually approved them for all
cookies. I have done so under Internet Options/Privacy/Sites, where I have
listed the desired sites and clicked on Always Allow.

The settings in control panel / InterNet Options should be the correct
ones to set.
Try this, in Windows Explorer goto:
Documents and Settings\XXX\Local Settings\Temporary Internet Files
XXX being your log in name
Delete everything, your missing your cookies anyhow.
Open IE goto CNN.COM hit F5 to refresh the directory and click on
name, Doing the same I get two cookies and one called cookie.crumb.
Close IE then hit F5 see if the cookies are still there.
If not you are set up to delete cookies when you close IE, or
something else is removing them.
If you can't see any files then you need to change your setup.
Open Windows Explorer (WinKey+E), under TOOLS, open Folder Options,
then the View Tab. Change these settings:
Select Display the contents of system folders
Select Show hidden files and folders
UnSelect Hide Extensions for known file types
Unselect Hide Protected operating system files (ignore popup)

You need to check the config (preferences) of each program to see what
they do.

First guess is your running a malware detection program, and one of
it's duties is to clear the cookies.
