Frequent System Pauses

My system has recently begun taking temporary "time outs". It will
pause for no apparent reason and will not accept any input (mouse or
keyboard) for anywhere from 10 to 60 seconds. It just beeps at me if I
click anything. I've run virus an spyware scans, run some system
checks, etc. and find no problems. I've watched the Task Manager and
the CPU is idle during these little naps.

Anybody have any ideas? Anybody know of any software tools that can
help me to pinpoint just what is happening?
