Set HDD as first boot device.

I just bought a new computer with no IDE port plugin's and I want to
add my old DVD R/RW drive to it. I bought a new SATA cable and a
converter and pluged everything in and it gets stuck during the windows
xp splash screen and will just sit there scrolling the bar underneath.
I went in to the bios setup and made sure RAID wasn't turned on and the
boot seq. is CD then HDD. It will boot up in safe mode and identify the
drive.
Any suggestions or similar configurations?
