i run the help center it says i got a internet explorer error
If you're not connected to the internet, an error would not be uncommon.
Try the firmware upgrade. If no joy, try reinstalling the modem.
Also try:
1. Start > Run > (type in) ipconfig /flushdns (note the space) > [OK]
2. Start > Run > (type in) ipconfig /release > [OK]
3. Start > Run > (type in) ipconfig /renew > [OK]
4. Reboot.

local_machine\software\policies\microsoft\currentversion\winlogon well i do
not have a currentversion or winlogon when i click microsoft. this couldnt

I'd doubt it. It appears to be a network connection problem and the
Westell modem is the most likely source of the problem.
Are you connecting wirelessly? If so, does this behavior persist if you
connect directly to the modem?
The most recent firmware upgrade/update for your modem was released on 30
Jun-06. Even though you purchased the modem after that date, the firmware
upgrade may be required. See

I do NOT think that reinstalling IE will help but to do so, simply
uninstall WinXP SP2 via Add/Remove Programs, reboot *twice*, then
reinstall it, again rebooting *twice*.
NB: Your anti-virus application and any anti-hijackware applications'
real
time protections should be disabled throughout the process.
More questions:
Did you install (and then uninstall) IE7?
Do you connect via a router (including wirelessly) or directly to the DSL
modem?
Do you own the modem? How old is it?
