to want you to jump through hoops to get.

Hotfixes are available to anyone, doesn't matter if it's OEM or not.

Call Microsoft Professional Customer Service @ 1-800-936-5700(4900) (this line is 24/7), there is an option for hotfix. A rep will email you a link to the fix.
