Good idea, however, another thing that does not want to open is the control
panel... I guess i can keep restarting until one time it gives me a few
minutes to open things before the problems resume. Then in that time period,
i could use your suggestion. However I dont know if ill ever be able to do
that. Maybe a system restore will give me that opportunity.

Login with the built in Administrator account. If XP Pro at the Welcome Screen do ctrl-alt-del twice to bring up the login dialog box. Type in Administrator as the login name and the password that was assigned to that account when XP was installed.
If XP Home boot into safe mode. The Administrator account should appear on the Welcome Screen. Assume the password is blank and just click on it.
Can you get to the user accounts applet from Start | Run | nusrmgr.cpl | Ok ?
