Switching dialog boxes when moving cursor

Windows XP Professional
Last week I updated my computer from the MS update center. Install
up-to-date patches including IE7. Now if I have a couple of dialog boxes on
my screen, and I move my cursor around the screen, the dialog box that the
cursor is over, gets highlighted and that dialog box is the current one.
This is a major pain. How do I fix that so that it is the way it was
before? Did IE7 do this or something else?

Thanks
