Since this file is associated with IE7 you should post to the internet explorer newsgroup. They may have seen this issue before. Also, no matter how good intentioned, never accept a file from someone that is unknown to you.
I can't disagree with you on that general principle. The odds are low, but the stakes are high, especially if someone had malicious intent.
OTOH, if it is a dll file rather than an executable file, and a specific "solicited" file from a regular member of a forum like this, it is not very likely to be dangerous.
In Hazel's case, if she can't get by the error message and if a corrupted file is preventing XP from booting up, she should find someone who has IE7 and try to copy the file from their computer to hers. It may not work, but if it does, it is going to save her a whole lot of time and trouble.
Getting the file from someone she knows is better than from an unknown poster on the internet, but even then how do you know their system is not infected. Many so called knowledgeable friends counsel people to do things with their computer which results in them posting here. I'm not talking about fixes from known good web sites that we refer people to all the time. I'm talking about your offer to send her the file. She shouldn't accept it.
