A pain isn't it? I have used the free program fat32format.exe a few times with perfect results on drives up to 200gB. It is especially useful with a USB-connected drives that are to be shared among various operating systems.

But if you are formatting a drive which is to be used strictly with WinXP or Win2K I'd suggest that you use the default NTFS format for it for the extra reliability and security if provides.
