I am unable to rename the file (same error message as when trying delete),
and I cannot delete it in safe mode either.

I am not sure, but will throw out a couple of ideas:
Can you rename the file, perhaps with an extension, and then delete it?
How about trying to remove it while in safe mode?

I cannot delete either the file or the folder using windows explorer. I
also cannot delete the file or remove the directory using the command
prompt. I error checked the disk with both MS and Norton utilities. I
tried a Norton "Wipe Info" utility, but received error message "Access
Denied." Nothing works.
Can anyone suggest how I can rid myself of this annoying file?
