Start, Control Panel, Display, Settings, Advanced, Monitor.

Thanks for the advice Gerry,

But, it's not the answer. It's set at "Apply without restarting."
It's not the display settings that are the problem it's the Wallpaper
refresh.
Is there is a setting for "display the new wallpaper without refreshing?"
