Reinstall Troubles

I had to format my pc and start over because I got a new one and was giving
my old one to my nephew and after the restore disks were done, Windows
started up. It got to the point where it asks for a computer name and
description so I entered Travis for the name and Home pc 4 for the
description. I click next and I get no further it just stays on this screen.
I powered down the pc and unplugged the network cable and rebooted. It got
to the same screen with Travis already in the Name field (from previous
step) and I clicked skip and it still froze there. I again powered it down
and with the network cable still unplugged I booted up again. This time
going into the bios and loading the defaults. It rebooted and back to the
computer name again. This time I entered 12345678 and no description. It
just hangs there. The mouse goes back to the pointer and the back and next
buttons are greyed out. I then went into the bios and disabled the network
adapter, no luck on next reboot. I then installed a new network card and
still hangs on the computer description/name, What can I do. These are the
orginal restore cd's that I got with the computer so I know thats not the
issue. I ran through the restore disks again to see if that would help and
its still the same.
